  14.            PRESIDENT NAMES PROTOCOL OFFICIALS AT STATE
  15.  
  16. (Washington, DC)    President Clinton today announced his 
  17. intention to appoint Molly Raiser to be the State Department's 
  18. Chief of Protocol.  He also intends to nominate her to the rank 
  19. of Ambassador while serving in that capacity. In addition, he 
  20. approved the appointment of Fred DuVal as Deputy Chief of 
  21. Protocol.

  23.      "Molly Raiser is an outstanding individual who has worked in 
  24. a variety of ways to make our nation's capital a better place to 
  25. live and to increase the participation of women in American 
  26. politics," said the President.  "Along with Fred DuVal, she will 
  27. do an outstanding job of ensuring that the diplomatic corps and 
  28. the many foreign dignitaries who come to Washington each year are 
  29. given a true American welcome."

  31.      Raiser, a former aide to Senator Daniel Patrick Moynihan, 
  32. has been active in a variety of civic causes in  the D.C. 
  33. community since moving to Washington in the late 1970s.  Among 
  34. the organizations she has served on have been the boards of the 
  35. National Symphony Orchestra, the Ellington Fund of the Duke 
  36. Ellington School for the Arts, the Higher Achievement Program, 
  37. the D.C. Chapter of the American Red Cross, and the Sasha Bruce 
  38. House.  In addition, she is the Democratic Chair of the Women's 
  39. Campaign Fund, and was the Founder of the Women's Council of the 
  40. Democratic Senatorial Campaign Committee.   She served on 
  41. Moynihan's staff from 1977-81 as his Regional Director for 
  42. Western New York and as a Special Assistant in his Washington, DC 
  43. office.  Raiser was the wife of the late C. Victor Raiser, a 
  44. former Vice Chair of the Democratic National Committee.  She 
  45. holds a B.S. from the University of Virginia and an M.A. from the 
  46. State University of New York at Buffalo.

  48.      Fred DuVal is a partner in the Arizona public affairs firm 
  49. of Nelson, Robb, DuVal & DeMenna, and was Colorado State Director 
  50. of the Clinton/Gore campaign.  He was previously with the firm of 
  51. Heron, Burchette, Rucker & Rothwell.  A former top aide to then-
  52. Arizona Governor Bruce Babbitt, DuVal was National Campaign 
  53. Manager for Babbitt's 1988 presidential bid and Executive 
  54. Director of Americans for the National Interest.  He was also a 
  55. partner in DuVal Advertising from 1984-85.  He holds a bachelors 
  56. degree from Occidental College and a law degree from Arizona 
  57. State University.
